LEA Responsibilities and SES Requirements SY 2009-10 SES Services In the 2007-2008 school year, 494 Barre City Elementary and Middle School children were eligible for free or reduced priced lunches and entitled to choose one of the Department of Education approved providers for tutoring services. No children accessed these SES services. In the 2008-2009 school year, 520 Barre City Elementary and Middle School children were eligible for free or reduced priced lunches and entitled to choose one of the Department of Education approved providers for tutoring services. Again, no children accessed these SES services. Description of SES services: The Barre City Elementary and Middle School has been identified as a school in need of improvement, based on the results of the New England Common Assessment Program (NECAP) standardized tests which were given in October 2008. When our students’ scores on the NECAP tests were aggregated as a whole, our school met the required standards. However, when key subgroups were broken out, while we did make Adequate Yearly Progress (AYP) for students who are eligible for reduced and/or free lunch in the area of Reading, we did not make AYP for this group in Mathematics. In addition, for the group of students who are eligible for special education services, we did not make AYP in either Reading or Mathematics. To help support children, who are struggling to meet the state standards, federal money, called Title I, is set aside to provide additional instructional services. These services must take place either before or after school. Funding is available for the educational services only. It does not include costs for transportation. DUE TO THE FUNDING REQUIREMENTS, THEY ARE AVAILABLE ONLY TO THOSE CHILDREN WHO ARE ELIGIBLE FOR FREE OR REDUCED LUNCHES. The state refers to this opportunity as the provision of “supplemental services” for families that are interested in accessing this support. The link below will give you an updated list of state approved service providers. If your child is eligible for free or reduced lunch you may select before and after school support services from this list only. Please contact either one of us by Friday, February 12, 2010 if you would like to consider having your child receive any of these extra support services. If you would like to complete an application for free and reduced lunches in case you believe your child may qualify and you have not completed the form yet this year or your income status has changed, please contact the school at (802) 476-6541. As always, your child’s teachers continue to provide extra help during the school day through intervention programs in mathematics and English/Language Arts and, at the middle school level, through after-school help sessions as well. We encourage you to call your child’s teacher to set up a conference any time you have concerns or questions about his or her academic or social well-being here at school.
Vermont's Approved Providers of Supplemental Educational Services for School Year 2009-2010 |
Dear Parents/Guardians: In September we sent you a letter informing you that Barre City Elementary and Middle School has been identified as a school in need of improvement, based on the results of the New England Common Assessment Program (NECAP) standardized tests which were given in October 2008. In compliance with the “No Child Left Behind” Act we are sending you this second notice. These services must take place either before or after school, or during the summer. We have attached to this letter an updated list of state approved service providers. If your child is eligible for free or reduced lunch you may select before and after school, or summer support services from this list only. The program provided can be tailored to your child’s individual needs. Please contact either one of us by Friday, February 12, 2010 if you would like to consider having your child receive any of these extra support services. We have also included with this letter an application for free and reduced lunches in case you believe your child may qualify and you have not completed the form yet this year. Please feel free to call either of us here at school for more information regarding the supplemental services for which your child may be eligible. Sincerely,

LEA Responsibilities and SES Requirements The Supplemental Educational Services (SES) portion of NCLBA has recently been revised. Some of the revisions affect the responsibilities of the LEA. This document includes those revisions. We strongly advise you to also read the “SES Non-Regulatory Guidance” revised on Jan. 14, 2009 that explains in more detail the LEA’s responsibilities and the requirements listed below. The “Guidance” can be found at http://www.ed.gov/policy/elsec/guid/suppsvcsguid.doc . If you have any questions, please contact Kathy Blanchard at (802) 828-5404 or at kathy.blanchard@state.vt.us . Supplemental Educational Services are additional academic instruction outside the school day or during the summer designed to increase the academic achievement of students in schools in the second year of School Improvement and in Corrective Action or Restructuring. These services are consistent with content and instruction used by the local educational agency (LEA) and are aligned with the State’s academic content and achievement standards. SES must be high quality, research-based, and specifically designed to increase student academic achievement. Once a Title I school moves into Year 2 School Improvement, it must begin to offer Supplemental Educational Services (SES) and continue to offer them until the school makes AYP for two consecutive years and exits school improvement. Identifying Eligible Students:
Maximum Per Pupil Amount
If you are a very small school, you can figure out the maximum amount you might need to provide SES for all Free and Reduced Lunch students in your school up to the 20% amount. Just multiply your per pupil amount by the number of students who are eligible for Free & Reduced Lunch. Providing Information to Parents:
( h, i, and j above can be accomplished by sending a copy of the entire Vermont’s Approved SES Providers List for 2009-10 available at http://education.vermont.gov/new/pdfdoc/laws/nclba/supplemental_providers_070108.pdf . Please be sure to send the most current approved providers list (which will be updated in mid July 2009). The list changes each year. Parents can only pick a provider from the current list.)
For the 2009-10 school year, schools must post data on the number of students who were eligible for and the number of students who participated in SES during 2007-08 and 2008-09. Arranging for SES: The LEA must:
